On February 19, 2025, Microsoft introduced Muse, an innovative new AI tool aimed at revolutionizing in-game development. Announced by Xbox CEO Phil Spencer in a video, the tool is officially known as the World and Human Action Model (WHAM), or Muse.
Spencer explained, “We definitely look at this work as a unique opportunity to leverage the intersection of art and science, which is what video games are, to grow with the creator community. That’s what these tools are about. We think there’s a real unique opportunity to use technology to enable creators to do things that they’ve never done before.”
Muse is an AI model designed to generate conceptual in-game scenes and footage. Developed using seven years of gameplay data from the Xbox title Bleeding Edge, the tool can simulate new gameplay scenarios and help developers visualize potential changes. For instance, if a developer wanted to add a new route to a map, Muse would create a simulation to show how players might interact with the new feature.
Fatima Kardar, corporate vice president of gaming AI at Microsoft, elaborated in a blog post on Xbox Wire: “What’s groundbreaking about Muse is its detailed understanding of the 3D game world, including game physics and how the game reacts to players’ controller actions.” Essentially, Muse can be seen as Xbox’s own version of ChatGPT, designed specifically for video game development.
Looking ahead, Microsoft has plans to expand on Muse's capabilities. The WHAM model is already available on Hugging Face, with features such as model weights, sample data, and the interface available for download at Azure AI Foundry. Microsoft also intends to release an interactive AI game experience through Copilot Labs in the near future.
Katja Hofmann, senior principal researcher at Microsoft Research, commented on the approach, saying, “A key to this work from the very beginning was to try and understand how we can ground the development of generative A.I. models in an actual understanding of what users need.”
